Why WhatsApp templates get rejected, and how to fix one

Nine statuses, a review that takes up to 24 hours, and one rejection reason that catches almost everyone: Meta disagreeing with the category you picked.

You cannot send a WhatsApp template until Meta approves it. That is the part everyone knows. What catches people out is that approval is not a single yes-or-no gate at the start — a template has nine possible states, it can lose approval months after getting it, and the most common rejection has nothing to do with how the message is written.

This is what each state means, why templates actually get rejected, and what to do with one that has been. Everything below is from Meta’s own template documentation, read on 2 September 2026 — not from a third-party guide, because the category rules in particular are widely misquoted and that is half the problem.

The nine states a template can be in

Templates are reviewed automatically when you create one and again after every edit. Meta’s documentation puts the review at "up to 24 hours", so a template submitted the morning of a campaign is not a safe plan.

In-Review means the review is still running. Rejected means it failed review or breaks a policy, and it cannot be sent at all. Appeal Requested means you have contested a decision and it is being looked at again.

Then there are four Active states, and this is the part most guides skip. Active — Quality pending means it can be sent but has not gathered feedback yet. Active — High Quality means little to no negative feedback. Active — Medium Quality means negative feedback from multiple customers, or low read rates. Active — Low Quality means, in Meta’s own words, it is in danger of being paused or disabled soon.

Paused and Disabled are the end of that road. Both mean the template cannot be sent, and both follow recurring negative feedback rather than anything you did at submission. An approved template is a template that is currently passing, not one that has passed permanently.

The rejection that catches almost everyone

When a template is rejected, Meta fires a status webhook with a reason attached. The one you will meet most often is INCORRECT_CATEGORY, and it means something very specific: Meta disagreed with the category you chose when you submitted.

Not the wording. Not the variables. Not a policy breach. You said utility and Meta decided it was marketing.

This is worth understanding rather than working around, because the category is not an administrative label. It sets what the message costs, and the gap is large.

Why the category is a money question

Meta prices the three categories separately and publishes the whole card. To India, a marketing message costs roughly 7.5 times what a utility message costs — on Ohanvi’s Pay as you go plan that is ₹1.0357 against ₹0.1380, and the same ratio holds on every plan because both sides move with Meta’s own rate.

So the incentive to file a promotional message as utility is obvious, and Meta knows it. That is exactly what the categorisation review is for, and it is why a template that reads like a discount offer will not survive being submitted as a utility one however it is worded.

Treat a category rejection as pricing feedback, not a paperwork problem. If Meta says your message is marketing, your campaign costs marketing rates, and a plan built on the utility figure was built on the wrong number.

What "utility" actually means — the two tests

Meta’s definition is stricter than most people assume, and it is a conjunction, not a menu. A utility template must be non-promotional, containing no promotional or persuasive intent. AND it must be either specific to or requested by the user, or essential or critical to the user.

Both halves have to be true. An order confirmation passes: it carries no persuasion and it is specific to something the customer did. An account alert passes. A public safety notification passes.

A message that confirms an order and then suggests two related products fails, because the second half is persuasive. Meta’s documentation is explicit that mixed-content templates — utility combined with promotional elements — are marketing, and so are templates whose intent is simply unclear. Ambiguity is not resolved in your favour.

This is where most rejections come from. Not from breaking a rule, but from writing a genuinely useful message that has one sentence of selling in it and assuming the useful part sets the category.

Authentication is the strictest of the three

Authentication templates verify a user’s identity — one-time passcodes and the like. Meta requires you to use its own pre-built templates with one-time password buttons rather than writing your own, and the documentation states plainly that URLs, media and emojis are not allowed in them.

If you have written a custom OTP message with your logo and a tracking link in it, that is the rejection, and there is no wording that fixes it. Use the provided template.

Approval is not permanent

Meta re-reviews approved templates on a recurring basis, and it can move one between categories after the fact. Where a template approved as utility should have been marketing, Meta gives advance notice before changing the category — which means your per-message cost changes for a template you have not touched.

There is a harder version of this. A template approved as marketing or utility that should have been authentication gets notice, then is rejected on the first day of the following month. A live template, working today, with a date on it.

If you disagree with a category change, Meta allows you to request a review within 60 days of it. That window is short relative to how long it can take to notice the change on an invoice, so it is worth watching category changes rather than discovering them in a bill.

What to do with a rejected template

For a category rejection you have three routes, and Meta lists them in this order: create a new template, edit the category and resubmit, or request a review.

Take them in the order that matches what you believe. If you look again and Meta is right — there is persuasive intent in there — edit the category to marketing and resubmit, and re-plan the campaign at marketing rates. If you think Meta is wrong, request the review rather than resubmitting the same template with a different category, which just gets rejected again.

If you want the utility rate, the fix is to change the message rather than the label: strip the persuasion out entirely and send the promotional half as its own marketing template. Two templates, priced honestly, is usually cheaper than one campaign paused at the wrong moment.

Every edit re-triggers review, and review can take up to 24 hours. Build that into the calendar rather than the day.

Writing one that passes first time

Decide the category before you write, not after. Ask the two utility tests out loud: is there any persuasive intent in this, and is it specific to something this person did or genuinely essential to them? A no to the first and a yes to the second is a utility template. Anything else is marketing, and submitting it as marketing gets it approved.

Keep the variables tied to real values you will actually have at send time — an order number, a delivery date, a name — rather than placeholders you plan to fill with a marketing line later. A variable used to smuggle promotional copy into a utility template is the same rejection with extra steps.

Submit early enough that a 24-hour review and one resubmission both fit before the campaign date. And check the quality state of your existing templates periodically rather than only when something stops sending: Active — Low Quality is Meta telling you in advance that a template is about to be paused, and it is the only warning you get.
