WhatsApp messaging limits: 250 to unlimited, explained
Most guides still say the ladder starts at 1,000. It starts at 250. Here are the real tiers, what moves you up one, and what quietly moves you back down.

Meta caps how many people your business can start a WhatsApp conversation with in a day. The cap rises as you earn it and falls if your messages annoy people, and almost every published guide to it is out of date.
The ladder most articles print — 1,000, then 10,000, then 100,000, then unlimited — is the old structure. Meta’s current documentation, read on 2 September 2026, lists five tiers starting far lower. If you are planning a launch against 1,000, you are planning against a number that is not there any more.
The actual tiers
The limits are 250, 2,000, 10,000, 100,000, and unlimited.
They count unique recipients per 24 hours, not messages. Starting conversations with 500 people once each and starting conversations with 500 people three times each are the same number against your limit. This is why the cap bites on a launch and never on ordinary operations.
And in Meta’s own words, "newly created business portfolios have a messaging limit of 250". That is where you begin: 250 people a day. A business that has bought a list of ten thousand contacts and is planning to message them on Friday has a problem it does not know about yet.
Getting from 250 to 2,000
This first step is the only one you can take deliberately, and Meta gives two routes.
The first is business verification, either directly or through a partner. This is the fast path and the one to take: it is paperwork rather than performance, and it does not require you to send anything first.
The second route is for businesses that would rather not verify yet. Send 2,000 delivered messages outside customer service windows, to unique WhatsApp user phone numbers, within a 30-day moving period, using templates with a high quality rating. Every clause there is load-bearing. Delivered, not sent. Outside the window, so free-form replies do not count. Unique numbers, so messaging the same 200 people ten times does nothing. And high-quality templates, so the volume only counts if people are not complaining about it.
Above 2,000, it is automatic — and conditional
Past the second tier you do not apply for anything. Meta raises your limit to the next tier automatically when two things are true at once.
You are sending high-quality messages across all of your business phone numbers and templates. Note "all" — one bad template on one number is a drag on the whole business portfolio, not just on itself.
And in the last 7 days, your business has used at least half of your current messaging limit.
When both hold, Meta’s documentation says the increase lands within 6 hours.
The second condition is the one that traps people. A business sitting at the 10,000 tier and sending 3,000 a day is not building toward 100,000 — it is not using half its limit, so it is standing still. Growth here requires demand, not patience: the ladder rewards businesses that consistently need the next rung, and there is no way to accumulate credit for waiting.
The way back down
Quality is not only a gate on the way up. Meta uses it to decide whether your portfolio is eligible for automatic scaling at all, and a poor rating removes that eligibility.
Because the same quality signal drives template pausing, the failure tends to arrive as a cluster rather than a single event: a template drops to low quality, gets paused, your delivered volume falls, and the seven-day utilisation test stops being met. Nothing announces itself as "you have been demoted"; the limit simply stops rising and the campaign quietly reaches fewer people.

What to do with this
Verify the business early. It is the one lever that moves the limit without depending on sending behaviour, and doing it before you need it removes the worst version of this problem — discovering the cap on the morning of a launch.
Plan the first month against 250 a day, not against your list size. A staged send that grows into the limit builds exactly the record Meta is looking for; a single blast against a cap you have not earned reaches a fraction of the list and damages the quality signal you need for the next tier.
Send consistently rather than in bursts. The utilisation test looks at a rolling seven days, so a business that sends everything on one day a month can sit under half its limit permanently while feeling busy.
And treat every template as part of one shared reputation. The automatic-scaling condition is written across all of your phone numbers and templates, so a poorly-received campaign on a secondary number is not contained to that number.
